What does it do?
HB1242 names the portion of U.S. Highway 281 in Brooks County between County Road 304 and Huppergate Road the Ernesto Soliz Cantu Memorial Highway. It took effect September 1, 2025. This is a memorial designation, not authorization for a new road, toll or change in traffic rules. Final law
The Texas Department of Transportation must provide markers at both ends and appropriate intermediate sites, but only after a grant or donation covers their design, construction and installation. The existing general law also requires marker maintenance, repair and replacement. Enactment alone does not establish that signs have been installed. Transportation Code 225.021
What changed along the way?
All five indexed versions preserve the same road segment, name, funding condition and effective date. The section number changes from proposed 225.243 in the introduced and House committee texts to 225.251 in the engrossed, Senate committee and enrolled texts. The official amendment index expressly reports no amendments; that numbering change is not evidence of a separate floor amendment. Who could benefit—and who could bear the costs?
The designation offers public recognition to Cantu’s family and community. Grant providers or donors must cover initial marker costs; TxDOT has the existing maintenance responsibilities. The act does not require Brooks County or individual residents to contribute.
Both indexed Legislative Budget Board notes anticipate no significant state fiscal impact, with costs absorbed within existing resources, and no local-government fiscal impact. They give no marker price or quantified two-year/five-year estimate. Introduced fiscal note · Engrossed fiscal note
