What does it do?

A student enrolled in a Texas massage school must have a permit that includes a photograph of the student’s face. The permit must still show the student’s name and school name and be displayed in a reasonable manner at the school. The permit requirement already existed; HB1562 adds the photograph. Final law, Section 1; Occupations Code 455.161.

The Texas Commission of Licensing and Regulation must adopt implementing rules as soon as practicable after the law’s September 1, 2025 effective date. The bill itself does not specify photo dimensions, a new fee, or a separate photo-submission deadline. A student permit is not the same as a massage therapist’s professional license. Final law, Sections 2–3; official history.

What changed along the way?

The official amendment index states that the bill has no amendments. The introduced, House committee, House-passed, Senate committee and enrolled versions have identical operative provisions. There is no adopted or rejected amendment proposal to summarize. Text-version index.

Who could benefit—and who could bear the costs?

Schools and regulators can compare a displayed permit with the person using it, potentially making identity checks easier. Students must provide the photograph, and schools and the licensing department may need to adjust permit handling. The law does not establish how much an individual student’s photo will cost or guarantee that the change will prevent misconduct.

The May 16, 2025 fiscal note for the House-passed bill anticipates no significant state fiscal impact, assuming implementation costs can be absorbed with existing resources, and no fiscal impact on local governments. It gives no quantified two-year or five-year estimate and does not measure individual students’ expenses.

Review boundary: All three enacted sections, all five text versions, official history, the empty amendment index, both available fiscal notes and the surrounding student-permit statute were checked. This explains the enacted photo requirement, not every later licensing rule or an individual student’s compliance status.
