What does it do?
HB1960 designates the portion of State Highway 345 inside San Benito’s municipal limits as the Lieutenant Milton Resendez Memorial Highway. It does not rename all of State Highway 345 statewide or authorize a new road-construction project. The designation took effect September 1, 2025. Final law.
The Texas Department of Transportation must design and erect designation markers at each end and appropriate intermediate sites, subject to receiving a grant or donation covering the design, construction and installation costs. The referenced general law also provides for marker repair, replacement and maintenance and directs donations to the state highway fund. The designation is law; this review does not establish whether donations were received or signs installed. Final law, Section 1; Transportation Code 225.021.
What changed along the way?
The introduced bill used “Milton Resendez Memorial Highway.” The House committee substitute added “Lieutenant” to the name. The statutory section number changed from proposed 225.243 to 225.246 in the House-passed version; the road segment, donation condition and September 1 effective date stayed the same. The House-passed, Senate committee and enrolled policy language match. Introduced text; House committee text; versions.
The official amendment index reports no amendments. The naming change was a committee-substitute change, not a floor amendment. Amendment index; history.

Who could benefit—and who could bear the costs?
The designation gives the honoree’s family and the San Benito community a permanent statutory memorial. Donors or grant providers must cover the specified initial marker costs before installation; TxDOT retains its general marker responsibilities. The law does not provide compensation, expand transportation service or guarantee a particular installation date.
The May 21, 2025 fiscal note anticipates no significant state fiscal impact, assuming costs can be absorbed using existing resources, and no local-government fiscal impact. It gives no dollar estimate or separate two-year or five-year forecast. That assessment is distinct from the statutory donation requirement.
