What does it do?

HB2026 designates part of State Highway 25 as the “U.S. Army Gary C. and U.S.M.C. Gary S. Johnston Memorial Highway.” The segment runs in Archer County from Archer City’s eastern municipal limits to Windthorst’s western municipal limits. This honorary name is in addition to any other designation; it does not rename all of Highway 25 or change its route. Final law.

TxDOT must place markers at both ends and appropriate intermediate locations, but only after a grant or donation covers their design, construction and erection costs. Existing law assigns TxDOT repair, replacement and grounds-maintenance responsibilities. The designation became effective September 1, 2025; this briefing does not assert that funding has arrived or signs have already been installed. Final law, Sections 1 and 3; Transportation Code 225.021.

What changed along the way?

The introduced bill used the longer name “U.S. Army Staff Sergeant Gary C. Johnston and U.S. Marine Corps Sergeant Gary S. Johnston Memorial Highway.” The House committee substitute shortened the name to the final wording, expressly preserved other designations and added a provision calling for renumbering to avoid duplicate statute numbers. The House-passed text changed the proposed section number from 225.243 to 225.256; the geographic segment and donation condition remained the same. Introduced text; House substitute; all versions.

The official index reports no amendments. The Senate committee and enrolled versions retained the House-passed substance. Amendment index; history.

Who could benefit—and who could bear the costs?

The designation provides public recognition of the two named servicemembers. Donors or grant providers fund initial marker work; TxDOT has the existing maintenance responsibilities. The bill does not fund road widening or other highway construction.

The May 19, 2025 fiscal note expects no significant state fiscal impact, assuming costs can be absorbed with existing resources, and no local-government fiscal impact. It gives no marker price or separate two-year or five-year dollar forecast.
