What does it do?
HB227 designates the portion of Farm-to-Market Road 521 in Brazoria County as the Clarence “BB” Sasser Medal of Honor Highway. The law took effect September 1, 2025. It directs the Texas Department of Transportation to design and construct designation markers and erect them at appropriate sites along the highway, subject to the existing funding condition. It does not authorize a new road, a widening project or a toll. Final act
The markers cannot be designed, constructed or erected under the referenced provision unless TxDOT receives a grant or donation covering those costs. Existing law also directs TxDOT to repair and replace required markers and maintain their grounds. The designation’s effective date is not proof that funding was received or signs were installed. Transportation Code Section 225.021
The act makes the designation notwithstanding Section 225.001(c), the general restriction on naming a highway for a person. That clause provides a specific statutory exception; it should not be read as a biographical statement about Sasser’s status when the bill passed. Final act, Section 1 · General naming restriction
What changed along the way?
The filed and House committee texts proposed the same road designation, marker duties, funding cross-reference and effective date as the final act. The House-passed text changed the proposed section number from 225.243 to 225.248; that renumbering did not change the designated road or the operative duties. The Senate committee and final texts retain the House-passed provisions. Filed text · House report · House-passed text · Senate report

Who could benefit—and who could bear the costs?
The designation provides public recognition of Sasser and a commemorative reference for the Brazoria County community and highway users. It does not change eligibility for veterans’ benefits, create a payment to a family, or establish a transportation improvement project. Final act
Grant or donation funds must cover initial marker design, construction and installation. TxDOT has the ongoing duties described in the general marker law. The Legislative Budget Board anticipated no significant state fiscal implication, assumed costs could be absorbed with existing resources, and anticipated no local-government fiscal implication. No exact marker cost or installation date is supplied in the reviewed bill or fiscal note. Latest posted fiscal note, May 21 · Marker funding and maintenance
