- HB2294 allows a local workforce development board to reimburse a Texas Rising Star child-care provider at the board’s maximum rate for that provider’s rating level even if the provider’s published rate is lower.
- That condition protects the stated children-served target; it should not be read as proof that every area’s actual enrollment will stay unchanged.
What does it do?
HB2294 allows a local workforce development board to reimburse a Texas Rising Star child-care provider at the board’s maximum rate for that provider’s rating level even if the provider’s published rate is lower. It is an option for the board, not an automatic payment increase owed to every provider. The board may use it only if paying the higher rate does not reduce the Texas Workforce Commission’s target performance measure for the average number of children receiving subsidized care each day in that workforce area. Final law, Section 1; definitions of board and commission.
That condition protects the stated children-served target; it should not be read as proof that every area’s actual enrollment will stay unchanged. The bill sets no new dollar rate and does not require providers to raise the prices they publish for families. It adds this option to the existing graduated Texas Rising Star reimbursement system and took effect September 1, 2025. Final law, Sections 1–2; existing reimbursement framework; official history.
What changed along the way?
All five versions—introduced, House committee, engrossed, Senate committee and enrolled—contain the same substantive language. Only printing marks and certification material differ. The official amendment index lists no amendments, and both committees reported the bill without amendments. The enacted option retains the children-served target condition from the original bill; it is not an unrestricted reimbursement mandate. Text versions; introduced text; amendment index; final law.

Who could benefit—and who could bear the costs?
Participating providers whose published prices are below their board’s maximum rate could receive more per subsidized child if the board chooses this option and meets the statutory condition. Boards must weigh higher payments against their service target and available resources. The act does not promise a particular provider an increase, give families a direct cash benefit, or appropriate additional child-care funding. Final law.
The Legislative Budget Board’s May 21, 2025 engrossed fiscal note anticipates no significant state or local-government fiscal implication and assumes any costs can be absorbed using existing resources. The April 7 introduced note reaches the same conclusions. Neither supplies a dollar estimate of additional provider payments or guarantees enough funding to expand both rates and the number of children served. Engrossed fiscal note; introduced fiscal note.
