Bill highlights
Selected points from the published explanation. Follow each point to its source-linked context; conditions and limits may matter.
- HB2457 designates the portion of U.S.
- TxDOT must design and erect markers at each end and appropriate intermediate locations, subject to the existing requirement for a grant or donation covering design, construction and installation costs.
What does it do?
HB2457 designates the portion of U.S. Highway 287 in Wilbarger County between County Road 111 and County Road 132 East as the Molly Mullens Mile. The designation is additional to any other highway designation; it does not rename the entire highway. The legal endpoints define the segment—“Mile” is the enacted name, not a surveyed length supplied by the act. The law took effect September 1, 2025. Final law, Sections 1 and 3; official history.
TxDOT must design and erect markers at each end and appropriate intermediate locations, subject to the existing requirement for a grant or donation covering design, construction and installation costs. The general marker law also requires repair, replacement and upkeep of marker grounds. This designation does not show that funds have arrived or that installation is complete. Final law, Section 1; marker funding and upkeep rule.
What changed along the way?
The introduced bill proposed “Molly Mullens Memorial Highway.” The House committee substitute changed that name to “Molly Mullens Mile” while retaining the same road endpoints and marker requirements. The engrossed version changed the new section number from 225.243 to 225.247; the act also permits renumbering to avoid duplicate section designations. The Senate committee and final versions make no further substantive change. Introduced text; House substitute; engrossed text; final law.
The amendment index lists no amendments. The name change was made through the committee substitute, not an indexed floor amendment. All five versions retain the September 1 effective date. Amendment index; text versions.

Who could benefit—and who could bear the costs?
The designation honors Molly Mullens and provides public recognition for her family and community. Grants or donations must cover initial marker costs, while TxDOT has the general upkeep responsibility. This is a commemorative designation, not a road-expansion appropriation, traffic-safety redesign or compensation payment. Final law; marker rule.
The Legislative Budget Board’s May 2, 2025 engrossed fiscal note anticipates no significant state fiscal implication, assumes costs can be absorbed within existing resources and anticipates no local-government fiscal implication. The March 24 introduced and April 1 substitute notes agree. They do not supply a particular sign price or establish that a donor has paid. Engrossed fiscal note; introduced fiscal note; substitute fiscal note.
