What does it do?

Effective September 1, 2025, HB2775 adds seats for Ector County, Schleicher County and the City of Odessa to the I-27 Advisory Committee. County seats increase from ten to twelve and city seats from seven to eight. With the existing three economic-development professionals and three industry representatives unchanged, total membership rises from 23 to 26. Final law

A county seat is held by the county judge, or an elected county official or county road-department administrator designated by the judge. A city seat is held by the mayor, or a city manager or assistant city manager designated by the mayor. These are not three new statewide public-application positions.

The committee’s existing role is to give TxDOT information about local concerns along the Ports-to-Plains Corridor and advise on transportation improvements. HB2775 changes representation, not the highway’s route, a construction schedule or an appropriation. Existing law leaves members unpaid and without reimbursement for committee-duty expenses; meetings must be public. City representatives also retain their role in selecting the economic-development and industry members by majority vote. Committee framework

What changed along the way?

The filed bill added Ector County and Odessa. The House committee substitute reorganized the county/city lists while preserving those additions. Senate Floor Amendment 1, offered by Sparks and adopted May 19, added Schleicher County and increased the county-seat total to twelve. The full amendment’s replacement list matches the final law. Amendment text; index and disposition; versions

That was the only indexed floor amendment. The House initially passed the bill 148–0, with one present but not voting; the Senate passed its version 31–0; the House concurred 119–19, with one present but not voting. The governor signed it June 20, 2025. Official history

Who could benefit—and who could bear the costs?

The three added jurisdictions gain direct representation in corridor advice. Their officials or designees assume participation duties without statutory compensation or expense reimbursement. Representation can help communicate local needs, but it does not guarantee a funded project or a particular routing decision.

The May 20 final fiscal note anticipates no significant state or local fiscal effect and assumes associated costs fit existing resources. The earlier introduced, substitute and House-passed notes reach the same conclusion. No dollar estimate or multiyear cost table is provided.
