What does it do?
HB3510 designates the Brazos County portion of State Highway 6 between College Station’s southern city limits and Navasota’s northern city limits as the Sergeant Mark Butler Memorial Highway. The name is in addition to any other designation; it does not rename every part of Highway 6 or authorize a new road. Final law
The Texas Department of Transportation must design and install markers at both ends and appropriate intermediate locations, but only after a grant or donation covers their design, construction and installation costs. That funding condition comes from the existing statute expressly incorporated by the bill. The general law also directs the department to repair and replace markers and maintain their grounds. Marker requirements
Signed June 20, 2025, the act took effect September 1, 2025. Its naming requirement does not establish that the markers have already been installed. Official history
What changed along the way?
All five bill-text versions were compared. The memorial name, route limits, additional-designation language and marker-funding condition stayed the same. The proposed section number changed from 225.243 in the introduced/House committee versions to 225.249 in the House-passed and final text. The act expressly anticipates renumbering to avoid duplicate section numbers. Introduced text · Text versions

Who could benefit—and who could bear the costs?
The designation provides public recognition of Sergeant Mark Butler for his family, colleagues and community. Donors or grant providers fund the initial markers; TxDOT has the general statutory maintenance responsibilities. The act does not change tolls, speed limits or traffic access.
Both fiscal notes anticipated no significant state fiscal impact, assuming costs could be absorbed within existing resources, and no local-government fiscal impact. They did not give a project price or make a new appropriation. The initial grant-or-donation requirement still applies. Fiscal note
Review boundary: This verifies the enacted designation, route boundaries and funding condition, not the amount of donations received or physical completion of signs.
