What does it do?

HB3815 requires Texas to issue two Army Ranger specialty plates, with different eligibility rules. It took effect September 1, 2025. Final law.

  • “U.S. Army Ranger”: For an active or former member of a United States Army Ranger unit or a graduate of Army Ranger School. The plate must show a likeness of the Army-authorized Ranger tab and those words.
  • “75th Army Ranger Regiment”: For an active or former member of the 75th Ranger Regiment. The plate must show the regiment’s shoulder-sleeve insignia above its designated unit insignia, with the regiment wording at the bottom. Ranger School graduation alone is not the eligibility test for this second plate.

The existing general military-plate rules remain relevant. Unless the subchapter or a department rule expressly provides otherwise, someone discharged under conditions less than honorable is not eligible. The department also retains its general authority to adjust wording for legibility and reflectivity. General military-plate provisions.

The act also updates the optional emblem list for disabled-veteran plates. A person otherwise eligible for such plates may request one qualifying military emblem, including these new Ranger options, subject to the section’s existing conditions and exception for plates issued under Subsection (h). It does not make every Ranger eligible for disabled-veteran status or automatically confer disability-parking privileges. Disabled-veteran plate rules.

What changed along the way?

The introduced, House-report, engrossed, Senate-report and final operative provisions match. Both committees reported the bill without amendments, and the amendment index lists none. Version index.

The emblem provision consolidates several 2023 amendments and includes the renumbered references for Operation Freedom’s Sentinel and the Texas and federal Humanitarian Service Medals. Those are existing plate categories, not three additional plates newly created by HB3815. Its conflict clause gives this act priority over conflicting nonsubstantive code-correction legislation from the same session.

The House passed it 122–6 with two present but not voting; the Senate passed it 31–0. The governor signed it June 20, 2025, but the specified effective date is September 1. Official history.

Who could benefit—and who could bear the costs?

Eligible Rangers gain a way to display their service or qualification, with separate recognition for the 75th Regiment. The Department of Motor Vehicles must implement the plate designs and issuance. HB3815 does not itself create a cash benefit, waive all vehicle-registration fees or grant a general parking exemption.

The May 21 fiscal note, consistent with the introduced note, anticipates no significant state fiscal impact, assumes implementation costs can be absorbed within existing resources, and anticipates no local fiscal impact. It does not report demand, plates already issued or individual applicants’ charges.

Review boundary: Eligibility under the act is distinct from proof accepted on an individual application or current plate availability; those operational facts were not independently audited here.
