What does it do?

HB3986 designates the portion of U.S. Highway 83 within Mission’s municipal limits as the Corporal Speedy Espericueta Memorial Highway. The memorial designation is additional to any existing designation; it does not rename the entire highway statewide or authorize road construction. The governor signed it June 20, 2025, and it took effect September 1, 2025. Enacted text · Official history

TxDOT must design and erect memorial markers at the ends of the designated segment and appropriate intermediate locations, subject to the existing funding condition: it may not design, construct or erect them until grants or donations cover those costs. The general law also directs TxDOT to repair and replace required markers and maintain their grounds. The act does not establish that funding has arrived or signs have been installed. What changed along the way?

The introduced bill used the longer name “Corporal Jose Luis ‘Speedy’ Espericueta Jr. Memorial Highway.” The House substitute shortened it to “Corporal Speedy Espericueta Memorial Highway,” which is the enacted wording. The House-passed version changed the proposed section number from 225.243 to 225.250 without changing the road segment or marker duties. The act expressly allows renumbering to avoid duplicate section numbers. Introduced · House substitute · House-passed

The Senate committee and enrolled versions retained the House-passed policy. The amendment index lists no floor amendments, and there was no conference committee. Senate report · Amendment index

Who could benefit—and who could bear the costs?

The measure provides public memorial recognition for the honoree and the Mission community. Donors or grant providers must cover initial marker design, construction and installation before that work proceeds; existing law governs TxDOT’s maintenance responsibilities. The bill changes no speed limit, toll, route or access rule.

The latest posted fiscal note anticipated no significant state fiscal impact, assuming costs could be absorbed with existing resources, and no local-government fiscal impact. It did not set a dollar price for the markers. May 19 fiscal note
