What does it do?

HB4559 repeals Government Code Chapter 668, a leftover chapter that contained only a definition of “state agency.” It was signed and took effect June 20, 2025.

Before repeal, Section 668.001 borrowed the state-agency definition from Section 572.002, except that it excluded river authorities. No membership-dues payment rule remained in Chapter 668. The bill therefore removes an unused definition and chapter heading; it does not itself create a new restriction or permission for paying membership dues.

The repeal is limited to Chapter 668. It does not repeal Section 572.002 or the financial-disclosure and ethics provisions in that separate chapter. The official committee analysis explains why the remnant was obsolete.

What changed along the way?

All five published versions—introduced, House committee, House-passed, Senate committee and enrolled—have identical operative language. The House committee substitute changed the caption to explain the unused definition and added a Legislative Council footer; it did not change the repeal or effective-date provisions.

There were no indexed floor amendments. The history, text index and amendment index confirm the path. Passage was 114–2 in the House, with two present but not voting, and 31–0 in the Senate. The votes allowed immediate effect rather than the fallback September 1 date.

Who could benefit—and who could bear the costs?

Readers and administrators gain a slightly clearer code without an orphaned definition. The law does not establish a new program, benefit, fee or penalty, and no measurable operational savings are claimed.

The latest fiscal note anticipated no fiscal implication to the state or local governments. No appropriation is included.
