What does it do?
HB467 creates a special procedure for dissolving the Cedar Creek Hospital District and using its remaining money for the Andrew Gibbs Memorial Nursing Scholarship. The procedure is available only if the district is not providing or paying for medical or hospital care, every director’s position is vacant, it has no outstanding debt, and money is its only remaining asset. The law does not itself establish that those conditions are met or automatically dissolve the district. Final law
The county judges of Kaufman, Van Zandt and Henderson Counties may jointly agree to call an election on the combined dissolution-and-scholarship proposition. A majority must vote for it. If the proposition fails, the judges may take no additional action under this procedure. If it passes, they must find the district dissolved and transfer its money in equal shares to the three counties for the scholarship; the commissioners courts then must enter dissolution orders within 10 days after determining that those requirements have been met. The special election is exempt from the usual uniform-election-date provision, not from every other election rule. Election and transfer provisions
The counties must jointly establish and administer the scholarship and create an oversight committee. Recipients must have lived within the district’s boundaries, as fixed on the election date, when accepted into a Texas higher-education nursing program, and must be enrolled or accepted into such a program. The committee may set further eligibility and application rules. The money is earmarked for the scholarship, not unrestricted county spending; no award amount is specified. The act took effect when signed May 24, 2025. Scholarship requirements · Official history
What changed along the way?
The introduced and House committee versions already contained the conditional dissolution, election, equal-share transfer and scholarship structure. Representative Keith Bell’s sole indexed floor amendment, adopted April 22, added permission for the county judges and oversight committee to collaborate with a qualifying higher-education institution located inside the district. That permission remained in the final law; it does not require every scholarship recipient to attend an institution inside the district. Introduced text · Bell amendment · Amendment index

Who could benefit—and who could bear the costs?
If the conditions and election requirements are met, eligible local nursing students could benefit from money otherwise left in the district. Residents retain a vote on both dissolving it and dedicating the money to scholarships. The counties and committee take on election, transfer and scholarship-administration work. This briefing does not claim that an election has occurred, identify an available balance, or announce that applications are open. Enacted procedure
The Legislative Budget Board anticipated no state fiscal impact, but said the three counties could be affected if district money is transferred to the scholarship. It did not estimate the amount. HB467 does not appropriate new state scholarship money or forgive district debts; having no outstanding debt is a prerequisite to this route. Latest posted fiscal note
