What does it do?

HB668 puts a renewal deadline into the handgun-license statute: the holder must submit the renewal materials on or before the first anniversary of the license’s expiration date. Submission may be by mail or through the authorized internet procedure. The listed materials remain the renewal application, the standard nonrefundable $40 renewal fee, and the signed or electronically acknowledged informational form. The bill does not create or increase that fee. Final law.

The governor signed the bill June 20, 2025, and it took effect that day. Its change applies to licenses expiring before, on or after the effective date, but still uses the one-year-from-expiration deadline; it does not grant every previously expired license a new year beginning on enactment. Nor does the renewal window make an expired license valid while an application is pending. Existing eligibility requirements for renewal remain. History; complete renewal provision.

What changed along the way?

The same renewal-deadline language appears in the introduced, House committee, engrossed, Senate committee and enrolled versions. Both committees reported without amendments and the amendment index reports none. The bill’s operative change is the express statutory submission deadline, not a new license category, fee increase or repeal of eligibility checks. Introduced text; text versions; amendment index.

Who could benefit—and who could bear the costs?

License holders and DPS gain a clear statutory reference for timely renewal submissions. Applicants still need to submit the required materials and remain eligible. The law does not quantify how many holders will use the deadline or save time or money, and this explanation does not treat license renewal as permission to carry in every place or circumstance.

The Legislative Budget Board anticipated no significant state or local fiscal impact and assumed implementation costs could be absorbed with existing resources. Engrossed fiscal note, May 9, 2025.
