What does it do?

HB767 designates the portion of State Highway 249 in Montgomery County as the Paul P. Mendes Memorial Parkway, in addition to any other designation. It is a commemorative naming law, not authorization to build a new road or change tolls. The designation took effect September 1, 2025. Final law

TxDOT must design and construct appropriate markers and place them at each end and suitable intermediate locations, subject to receiving a grant or donation covering design, construction and installation costs. That funding condition comes from the expressly incorporated Transportation Code Section 225.021(c). The naming law does not establish that markers have already been funded or installed. What changed along the way?

The introduced bill, House committee report, engrossed version, Senate committee report and final law have identical operative language. Both committees reported it without amendments, and the official amendment index lists none. There was no conference rewrite. The House passed it April 25, the Senate May 9, and the governor signed May 24. Official history

Who could benefit—and who could bear the costs?

The community gains a formal public memorial to Paul P. Mendes. The bill itself does not promise transportation-capacity, travel-time or economic-development benefits. It does not rename all of Highway 249 outside Montgomery County.

Grant or donation funding must cover the initial marker work. Existing law assigns TxDOT repair, replacement and grounds maintenance and allows donations toward those expenses. The latest fiscal note anticipated no significant state fiscal impact, assuming costs could be absorbed with existing resources, and no local-government fiscal impact. The act makes no new appropriation.
