What does it do?

SB1 is Texas’s main state budget for fiscal years 2026 and 2027. It pays for state government and helps finance schools, health care, universities, transportation, public safety, natural resources and other services. It also attaches instructions, limits and reporting requirements to that money. A budget provision does not automatically give an agency new substantive legal powers: the act describes its provisions as limits on the amounts and conditions of spending. Article IX section1.01, PDF895.

The original enrolled bill’s two printed annual recap totals add to $338.017 billion, excluding payments between state agencies so the same money is not counted twice. Original recap, PDF12. That is a mixture of General Revenue, dedicated state accounts, federal money and other funds—not a $338 billion increase, a single tax bill, or the amount every Texan pays. Some provisions depended on other legislation or constitutional amendments, and the governor signed it on June 22, 2025 while vetoing seven items. Signed veto proclamation. Later official budget compilations incorporate those changes, supplemental appropriations and technical corrections. Their totals therefore must not be presented as if they were the unadjusted SB1 total.

The two chambers approved the conference report on May 31, 2025. The official history lists September 1, 2025 as the effective date; the final act also contains an emergency clause saying it takes effect “from and after its passage.” Those are different source statements, not a reason to substitute the June 22 signature date for the fiscal-year dates. This briefing describes the appropriations for the years ending August 31, 2026 and August 31, 2027. History; final emergency clause and certification, PDF1041/1055.

Primary source: enrolled law, opening recap and Articles I–X. The enrolled document alone does not show every subsequent adjustment.

Schools and higher education

The school-finance budget includes an estimated $51 billion for property-tax relief, combining maintenance of earlier relief with new measures. It is not $51 billion of wholly new tax cuts. A $3.9 billion component is expressly conditioned on specified tax legislation and voter approval of related constitutional amendments. The fund transfers and amounts described as “included” must not be added again to the school-finance total. This budget provision alone does not establish an individual property owner’s tax bill. Enrolled law, TEA rider 76, PDF pages 281–282.

The budget finances the Foundation School Program, universities, community colleges, student aid, teacher retirement and related services. It also provides $1 billion for education savings accounts in FY2026 in the Comptroller’s education budget, contingent on enactment of SB2 establishing that program, with unused balances available for the same purpose in FY2027. Administration transfers from that amount are not additional money on top of the billion. Education Programs–Comptroller, PDF pages 285–286.

The separate public-education package in Article IX uses an $8.5 billion headline, but $243 million of that headline is an intention for the supplemental budget. SB1’s listed components total $8.257 billion before applying their specific conditions and later adjustments. The official adjusted compilation marks the $1.2 million-per-year postsecondary-reporting provision with footnote 4, meaning relevant legislation failed to become law. This describes the Budget Board’s treatment of that particular provision; it does not mean HB2 as a whole failed or establish that every appropriation naming HB2 became available. Adjusted provision, PDF1052, footnote key, PDF1055. Allocations for Windham, juvenile-justice education and swift-transfer financial aid come from the TEA component, not extra money on top. TEA’s relevant transfer-approval clock begins after the Budget Board staff completes and forwards its review, not simply when TEA submits a request, and information requests interrupt it. These appropriations do not establish any individual educator’s raise or any school’s actual payment. Section18.86, PDF1016–1017.

For general academic institutions, the higher-education provisions set annual aggregate salary limits for full-time employees in three staff categories: $4,000 per full-time student for management, and $1,600 per full-time student each for business/financial operations and office/administrative support. These are not caps on an individual employee’s salary. Institutions must report those salaries semiannually to the State Auditor. The same higher-education provisions prohibit spending on diversity, equity and inclusion practices that violate the specified Texas constitutional equality provisions; they do not say that every program bearing that label is prohibited. Institutions receiving Article III money must adopt policies against academic boycotts that prevent the specified study, research or scholarly interaction, with an exception for a country designated a state sponsor of terrorism. The tuition-cost provision expresses legislative intent to hold specified resident-undergraduate costs at approved levels for two academic years, rather than documenting compliance. A separate performance-funding study must recommend changes for the next Legislature; its stated intention to remove institutional enhancements is not itself a completed replacement funding formula. Special provisions57–61, PDF561–562.

For Texas State Technical College, the FY2027 General Revenue provision fills the gap between $52 million and the relevant Higher Education Fund and new endowment distributions, capped at $52 million. Conditions include HB42 or similar legislation, SJR59 or similar constitutional legislation, voter approval and the specified two-thirds legislative approval. The comptroller’s calculation and Legislative Budget Board approval precede release of General Revenue. It is not $52 million on top of the other distributions, and voter approval alone does not remove those steps. Section18.87, PDF1018.

The education riders also require a State Auditor review of TEA’s contracts, grants, administration and charter-school oversight, with a report due September 1, 2026. That requirement is not a finding that misconduct occurred or proof that the audit was completed. The funding-transparency report covers the current two-year budget and the previous four two-year budgets, with a 2016–2026 online data range; the proposed expansion to the prior fifteen two-year budgets and a 1994 starting year did not survive, although district-by-district recapture reporting did. Audit rider88, PDF284, funding transparency, PDF274–275, H28, replacement H29.

A separate provision supplies $20 million in FY2026 for grants to help public school districts and open-enrollment charter schools implement personal-communication-device policies, contingent on HB1481 or similar legislation. Unspent balances may carry into FY2027; that does not create a second $20 million appropriation or establish that every school received a grant. Section18.16, PDF1004.

The higher-education budget supplies about $592.9 million in FY2026 and $641.0 million in FY2027 for TEXAS Grants, alongside other student-aid programs. Its distribution instruction covers eligible students in the top 10 percent of their graduating class for 2025–26 and the top 25 percent for 2026–27; class rank alone does not establish eligibility for free college. The separate 67.5-percent initial-award figure is a performance target, not a measured award rate. Student-aid appropriations, PDF309, targets, PDF312, TEXAS Grant rider24, PDF317.

The Teacher Retirement System must study its existing defined-benefit pension and alternative designs, considering workforce, actuarial and fiscal effects, and report by September 1, 2026. This study requirement does not replace teachers’ pension plan or establish that the report has been delivered. TRS rider21, PDF301.

Health, families and care workers

The health and human-services article finances Medicaid, children’s health coverage, foster care, public health, state hospitals and other services. Its budget tables contain projected enrollment, service slots and costs; those are not proof that everyone on a waiting list receives services.

For people with disabilities, HHSC must publish program-by-program information about interest lists, including years waiting, releases, other services received, and people who decline or are ineligible. The separate end-of-year waiver-slot table describes funding already included in the Medicaid budget; it neither adds another appropriation nor guarantees a place to everyone on an interest list. The budget also includes $14 million each year for non-Medicaid intellectual and developmental disability crisis intervention and respite services. Interest-list reporting and slot table, PDF180–181, crisis and respite rider90, PDF202.

Women’s health funding covers Healthy Texas Women, family planning, and breast and cervical cancer services. A $10 million FY2026 amount already included in that budget is restricted to caseload growth and requires advance notice to the Budget Board and governor; unused money can carry forward for the same purpose. The family-planning allocation also includes $20 million for existing and expanded mobile health units, prioritizing rural and underserved areas—not another $20 million on top of the listed program funding. Maternal-health outcome grants receive $2.5 million each year. These are appropriations and service objectives, not proof of uninterrupted access or improved outcomes. HHSC riders75–77, PDF197–198.

For covered community-attendant services, the final rider funds a $13 hourly base-wage approach, rather than the higher House proposal. This is a program-specific funding provision, not a statewide minimum wage for all care workers. It also replaces the specified attendant-compensation enhancement programs with this base-wage approach and requires provider cost reporting; the amount is not simply an extra payment on top of those old programs. HHSC rider 23, PDF page 182. The final law also sets provider-payment rules and funds behavioral-health and rural-hospital initiatives. For nursing-facility dietary and administrative rate increases, the rider expressly switches off its subsections (c) and (d) if SB457 or similar legislation is enacted. Those subsections contain the specified 90-percent spending and recoupment conditions; they must not be presented as active SB1 requirements after that condition is met. Nursing-facility rider25, PDF182–183. SB457 was signed June20,2025 and separately establishes a patient-care expense regime; disabling the specified SB1 subsections does not eliminate all nursing-facility accountability. SB457 history, enrolled SB457, especially section6.

The HB18 rural-health contingency supplies two $25 million-per-year grant lines, one for hospital stabilization and one for innovation, alongside pediatric tele-connectivity, financial-officer training and administration. The adjusted official budget incorporates the enacted HB18 condition and corrects the original rider-number reference and FY2026 General Revenue figure; the unadjusted Article II grant description must not be added again as a separate program. The stated grant-award deadline is August 31, 2027, not proof that hospitals already received money or that every applicant qualifies. Original contingency, PDF999–1002, adjusted grant rider93, PDF218, incorporation note, PDF246, technical-correction key, PDF1055.

Separate HHSC riders require Medicaid and CHIP residency checks at least monthly, subject to applicable state and federal law. The dental-rate provision reallocates increases among specified procedure codes while holding the overall estimated annual spending increase to the earlier policy’s estimated increase; it is not a uniform extra increase for every dental service. HHSC riders37–39, PDF187.

Behavioral-health funding includes $2.5 million in FY2026 and $10 million in FY2027 for Uvalde campus start-up and operations, as well as local crisis services and inpatient capacity. Dallas State Hospital’s rider calls for state operation before a possible operations contract, which requires the stated review and approval process; it is not a mandate to privatize the hospital. These funding and procurement directions do not establish that beds have opened or that a person can obtain immediate care. HHSC riders58–65, PDF193–194.

The original $60 million FY2027 Summer EBT administration provision was vetoed. Veto proclamation, pages 1–2. It must not be advertised as an operating benefit merely because its text remains visible in the enrolled PDF. The other six vetoes removed contingent appropriations for STEM graduate fellowships, proof-of-citizenship voter-registration administration, memorial markers for officers killed in the line of duty, small-business disaster recovery, water-utility certificate procedures, and certain crisis and mental-health facilities. The governor stated that their related legislation did not pass. These are removed budget items, not six newly operating programs. All seven item vetoes, signed proclamation pages1–3. Similarly, required studies and reports are not evidence that new treatment programs have opened or that a report was completed.

The act also directs HHSC to pursue at least $550 million in General Revenue savings across the health and human-services system over the two-year budget. This is a target, not verified savings. It expresses an intention to avoid reducing services or access, but expressly preserves federal Medicaid flexibility that may affect the amount, scope or duration of services. Calling that wording an unconditional guarantee against service reductions would be inaccurate. HHSC rider33, PDF186.

For community-based foster care, the budget requires comparisons with the legacy system, public performance reports, expenditure reports and agreement on the responsibilities, staff and funds transferred to contractors before each further rollout. Those safeguards are requirements, not evidence that the transition improved outcomes or that every report was filed. DFPS rider15, PDF136.

The cancer-research agency receives a printed $300.051 million each year, principally $300 million in general-obligation bond proceeds. That total covers research and prevention grants as well as review and administration; it is not all direct patient assistance. Previously obligated but unspent bond money can also carry forward. The listed debt-service allocations are identified as appropriations made elsewhere in the act, not another grant award to add to the agency total. Agency financing, PDF27, programs and debt information, PDF28, carryforward, PDF29–30.

The ibogaine provision supplies $50 million in FY2026 to implement SB2308 or similar ibogaine-research legislation, with unused money available for the same purpose in FY2027. Its stated purpose is drug-development trials aimed at FDA approval for the specified conditions. Funding research does not establish that ibogaine is effective, safe, or FDA-approved. Section18.74, PDF1013.

Health-related funding also appears in the education article. The original education article lists about $140.7 million each year for the Texas Child Mental Health Care Consortium, covering the child-psychiatry access network, telemedicine, workforce and research programs. Article IX’s HB18 contingency adds $10 million in FY2026 for rural pediatric mental-health access. The adjusted official budget therefore lists about $150.7 million for FY2026 and $140.7 million for FY2027; the added $10 million is included in the first figure, not another amount on top. Contingency, PDF1001–1002, adjusted consortium rider, PDF342–343. The named program amounts are parts of that total, not extra appropriations. Transfers above 10 percent between programs require the stated Budget Board process; the instruction to seek possible reimbursement beyond four telemedicine sessions does not guarantee insurance payment. A separate nursing-shortage program receives $23.4 million each year, with any permitted administrative spending reducing its program allocations rather than adding to them. These are service and workforce investments, not evidence that shortages have ended. Consortium rider38, PDF320–321, nursing rider21, PDF316–317.

Courts and public safety

The budget supports courts, indigent defense, prosecutors, prisons, juvenile justice, the Military Department and the Department of Public Safety. Judicial salary schedules must be read with Article IX and SB293 rather than presenting the unadjusted schedules as final pay. The SB293 contingency finances a 25-percent increase for the specified judges and prosecutors whose pay is linked to district-judge base pay; it is not a general 25-percent raise for every court employee. Its separate $76 million FY2026 retirement-system provision is an appropriation for actuarial soundness, not another salary payment to each judge. Section18.83, PDF1014; SB293 section17 and signed history.

The Supreme Court’s basic civil legal-services budget lists $45,134,392 in FY2026 and $35,134,392 in FY2027. Included within those amounts are $10 million in FY2026 for sexual-assault victims under the specified statutory purposes and $3.5 million each year for veterans and their families. These earmarks are not additional money on top of the totals or a guarantee that every litigant receives a lawyer. Appropriations and rider2, PDF573–574.

Article IX identifies $3,351.7 million of border-security funding already included in agency appropriations for the two-year period. It is an informational cross-agency total, not another appropriation to add to those agency budgets. Changing its purpose requires Legislative Budget Board approval; agencies must report expenditure and performance information. The table is not evidence that those activities occurred or that federal reimbursements were received. The general federal-reimbursement provision specifically excludes the described future federal border-security reimbursements from this act’s appropriations; it does not automatically authorize agencies to spend every reimbursement they later receive. Section13.05(b), PDF959. Section7.10, PDF935–936.

A separate provision identifies $3,160,207,335 shifted from border-security General Revenue funding to the Property Tax Relief Fund. It expressly says that reduction and increase are already included elsewhere in the act; neither side should be added again to the border-security or tax-relief totals. Section17.20, PDF983.

The final indigent-defense rider forbids using the specified Operation Lone Star-related grants to public-defender offices, directly or indirectly, for appeals. The earlier Senate proposal applied more broadly to indigent-defense grants; that broader restriction is not the enacted wording. Senate committee rider5(g), PDF571. TIDC rider 5(g), PDF page 599. Funding for troopers, driver-license offices, equipment, prison operations and juvenile services authorizes spending and staffing—it does not prove that positions were filled, offices opened or equipment purchased.

Local probation funding distinguishes maintenance of earlier pay raises from new money. The prison agency’s community-supervision rider includes about $43.3 million each year to maintain the 2023 and 2024 increases, plus about $11.6 million each year for an increase beginning September1,2025. The latter provision does not specify the same percentage for every employee. The juvenile-justice article separately funds direct-care pay increases and directs construction of at least 200 new state-facility beds using money from the previous budget, with operating plans and progress reports. Those are funding and construction directions, not proof that staff received raises or the beds opened. Community-supervision rider62, PDF640, juvenile-facility rider37, PDF656, direct-care rider40, PDF657.

Some construction and capital items moved to HB500, the supplemental budget. Removal from one SB1 version does not prove a project received no state funding. For example, appropriations and capital-spending authority can differ; adding both would overstate the money supplied.

Water, land, food and environmental programs

The natural-resources article funds agriculture, environmental regulation, parks, land management, water programs and oil-and-gas oversight. Its $3.3 million each year for free breakfast replaces reduced-price breakfast charges for qualifying students; a separate $6.6 million each year replaces reduced-price lunch charges for qualifying students. Neither is universal free meals for all students. Lunch rider31, PDF700. Agriculture rider 29, PDF page 699.

Water-project allocations and local-park directions sometimes distribute money appropriated in HB500 rather than create another appropriation in SB1. For example, SB1 directs the use of the same $581 million that HB500 section6.02(c) appropriates for specified water projects; it is not another $581 million. SB1 sections17.17–17.18, PDF981–983, HB500 section6.02(c). Studies of wells, water use or landowner cooperation are not themselves orders implementing every policy studied. The governor’s constitutional objection to the Cypress Basin interbasin-transfer permit rider is a signing-message objection, distinct from a line-item veto or a court ruling. Veto proclamation and signing message, page 3.

The water-administration provision, contingent on SB7 and HB500 or similar legislation, directs a $13 million transfer from HB500’s water appropriation into an administrative fund. It then appropriates $4,668,158/$3,782,558 for the Water Development Board in FY2026/FY2027 and $929,860/$853,360 for environmental-agency staffing, the latter subject to an agreement for reviewing funded water-supply projects. Those expenditures come from the transferred fund; they are not four additional statewide water-project grants on top of the transfer. Section18.33, PDF1007.

Parks funding carries reporting requirements as well as spending authority. The department must report on the Centennial Parks Conservation Fund’s balance, investment earnings, spending, obligations and pending approval requests twice a year. That reporting requirement is not a new deposit into the fund or evidence that land was purchased. Parks rider40, PDF740.

Transportation, housing and workforce

The budget finances highway programs, vehicle administration, housing assistance and workforce services. Highway estimates include dedicated revenue transfers and prior balances; changes between legislative versions are not a simple measure of services gained or lost.

The final port-access provision is capped at $40 million for the two-year period, not $40 million each year. It funds selected and approved public roadway projects improving port connections, rather than an unrestricted grant to every port. Transportation rider 36, PDF page 794. The $200,000 FY2026 homelessness feasibility study explores possible approaches; it does not establish a new housing entitlement. Housing rider16, PDF775. Workforce grants, scholarships and service targets depend on their program rules and available money. The separate HB500 appropriation for vehicle-registration and titling modernization is $125 million; an earlier SB1 proposal for $175 million should not be described as the enacted amount. HB500 section10.61, SB1 conference comparison, PDF7. The transportation rider also bars its state funds from subsidizing or assisting privately operated high-speed rail, while preserving specified state oversight and coordination in federal processes; it requires six-month reports. This is a restriction on these appropriated state funds, not a ban on every privately funded rail project. Transportation rider38, PDF794.

The workforce budget also supports child care and permits specified unused state balances to draw down available federal child-care matching funds, subject to notice and review. It expresses an intention to expand employment and child-care programs in rural areas and requires monthly reporting of budgeted and actual child-care spending and caseloads for children in DFPS state care. These provisions do not create an automatic child-care place for every family. TWC riders7 and10–12, PDF803–804, rider42, PDF809.

Disaster funding includes estimated pass-through payments to cities, counties and other eligible entities, with about $1.537 billion listed for FY2026 and $302.2 million for FY2027. Those estimates reflect open disasters and historical information, not new payments guaranteed to every locality. A separate cash-flow provision allows temporary General Revenue financing pending federal receipts, generally the greater of $10 million or one percent of estimated annual federal funds, with approval needed for additional temporary funding and repayment to the treasury by August31,2027. Borrowing for timing needs is not an additional permanent disaster grant. TDEM riders6–7, PDF532–533.

Energy, licensing and state administration

The regulatory article includes the Texas Energy Fund and the transfer of lottery and bingo operations to the Department of Licensing and Regulation under separate legislation. Moving the same lottery appropriations from one article to another is not a second expenditure or abolition of the lottery. The SB3070 contingency specifies the transfer arrangements and limited exceptions to ordinary transfer rules; it also contains alternative branches if that legislation failed, which must not be mistaken for the outcome after enactment. TDLR rider16, PDF853–854; SB3070 section77 sets the transfer for September1,2025, and its history confirms enactment.

The original utility-commission financing table lists $5 billion from the Texas Energy Fund in FY2026. Its energy-fund spending line is $5,001,553,050 in FY2026 and $1,553,050 in FY2027. A separate rider directs a $4,411,977,387 General Revenue transfer and says estimated interest of $591,128,713 for September1,2023 through August1,2027 is included in that spending line. That interest period is longer than the two-year budget. These are overlapping financing descriptions, not amounts to add together as independent new appropriations. The rider also authorizes use of prior unused balances. The transfer-plus-interest sum matches the two-year spending line, but that arithmetic does not explain why the separate financing presentation assigns administration to General Revenue. This briefing does not claim that discrepancy is resolved or report actual loans, grants or electricity production. Original financing/spending tables, PDF876, transfer, balances and interest rider5, PDF879.

The insurance department must publish quarterly reports explaining policy denials, cancellations and nonrenewals by ZIP code, including the specified environmental, social or governance risk-score decisions and demographic information where possible. This is a transparency requirement, not a guarantee of coverage or a prohibition on every underwriting decision. Insurance rider17, PDF845, H48.

The film-incentive contingency adds administrative money while reducing the identified regular General Revenue strategy. That offset is not evidence that the film program was cancelled: the separate SB22 funding mechanism must be considered. The budget requires a biennial project report, first due November 1, 2026, covering awards, in-state spending and Texas cast and crew; a reporting requirement is not proof the report was filed or that incentives produced a guaranteed return. Section18.84, PDF1015.

Other articles support statewide administration, veterans’ services, elections, libraries, historic preservation and the Legislature. General provisions govern transfers, salaries, contracts and reporting. The Employees Retirement System’s original cross-article table is expressly informational: its roughly $3.400 billion and $3.685 billion annual totals cannot be added again to the appropriations already counted elsewhere. A zero on its original legacy-payment line does not mean that unfunded pension obligations received no additional funding: separate HB500 appropriates $915.96 million in General Revenue and $104.04 million from the highway fund for a $1.02 billion legacy payment over that act’s two-year period. SB1 informational table, PDF48, HB500 section1.22. A position ceiling is not an actual employee count; an informational benefits allocation is not another appropriation to add to the agency total.

The budget also provides $135,536,236 in FY2026 for establishing Texas Cyber Command, contingent on HB150, SB2176 or similar legislation, with required transfers and carryforward authority. Its 38 authorized full-time positions each year are staffing authority, not verified hires. A separate artificial-intelligence implementation provision supplies $2,941,186 in FY2026 and $4,413,833 in FY2027 to the Department of Information Resources, contingent on the specified AI legislation, with nine authorized positions each year. These budget provisions are not themselves a general AI regulatory code or evidence that a cyberattack was prevented. Sections18.13 and18.20, PDF1004–1005.

General-government provisions also address interruptions in federal support. The crime-victim provision identifies $177 million across SB1 and HB500, not $177 million of additional SB1-only funding, to address projected federal shortfalls. The Governor’s Office must give notice within the stated 14-calendar-day limit for specified funding interruptions. For libraries, a separate contingency can replace suspended or interrupted federal support with up to $8,492,032 of General Revenue each year, with corresponding reductions to federal appropriations and a reversal mechanism if federal funding resumes. It is replacement funding, not an unconditional addition to both funding streams. Crime-victim riders51–52, PDF80, library rider12, PDF101–102.

Veterans’ programs include grants through nonprofit or local-government organizations providing housing to veterans and their families, with $2,389,544 of General Revenue included for the two-year period, and $1,612,345 each year restricted to the health-care advocacy program. These appropriations do not guarantee a home or payment of every medical bill; the advocacy provisions require help resolving specified unpaid-billing concerns. Veterans Commission riders8,10 and12, PDF117–118.

The budget provides a six-percent salary increase beginning September 1, 2025 for licensed attorneys in the covered positions, with an estimated $39.3 million in General Revenue over the two years including related benefits. It excludes statewide elected officials, appellate and district judges, district and criminal district attorneys, county attorneys doing district-attorney duties, and board or commission per-diem payments. It stays within the applicable salary schedules and prorates covered part-time employment. It also expressly covers attorney positions at the Walker County Special Prosecution Unit. This is not an across-the-board raise for all state employees or another judicial-pay increase. Section17.15, PDF980–981.

Legislature, oversight and budget safeguards

Article X finances the House, Senate and legislative support and oversight offices. Its original all-funds recap is about $260.2 million for FY2026 and $280.1 million for FY2027, including the listed employee benefits and excluding payments between agencies. These are agency operating budgets, not legislators’ individual salaries. Legislative agencies generally need their governing boards’ approval to spend prior-year balances; a specific exception directs $11 million of the State Auditor’s prior balances to the Senate, House, Budget Board and Sunset Commission in FY2026. That moves existing balances between legislative agencies; it is not $11 million of newly raised revenue. The printed recap is not a tally of all later spending from carried-forward balances. Article X recap, PDF1040, balance rules and transfers, PDF1037.

The Legislature also gives its own agencies a significant exception: general provisions restricting spending or transfers, or imposing agency duties and conditions, apply to Article X only when they specifically and expressly say so. A general reference to money appropriated by the act is not enough. Transfers among legislative entities may occur under the specified statute or a written agreement of the House and Senate presiding officers. The general agency restrictions below therefore must not be assumed to apply identically to the legislative branch. Article X section2, PDF1036. The act’s savings clause says a ruling invalidating one part is not intended to invalidate the remaining parts; that clause is not a court ruling that every provision is valid. Article XI, PDF1041.

Conditions on grants, health funding and contracts

The act limits who may receive its money as well as how agencies may spend it. Law-enforcement grant applicants regulated by the Texas licensing commission must follow the licensing commission’s rules or have its certification that they are moving into compliance. Political-polling recipients are restricted, with an exception for academic-mission polls not conducted for a particular party or candidate. These are funding conditions, not bans on conducting every kind of poll. Article IX sections4.01–4.03, PDF921.

To the extent permitted by federal and state law, section6.24 bars distribution of this act’s money to people or entities that perform abortions not reimbursable under Texas Medicaid, and to the specified commonly controlled, franchise or affiliate entities. It expressly exempts hospitals licensed under Health and Safety Code Chapter241 and the offices exempt under Section245.004(a)(2). That is a condition on this budget’s distributions, not a complete statement of Texas abortion law or a claim that every health provider is excluded. Section6.24, PDF931.

The act also prohibits using its appropriated money for COVID-19 contact tracing during the 2026–27 budget period. That is a restriction on this money, not a finding about whether any particular health investigation occurred. Section17.14, PDF980.

For covered contracts expected to exceed $10 million—or $1 million for specified emergency or noncompetitive awards—covered state agencies and institutions of higher education must give the Budget Board notice before making payments, with award details and required certifications. The provision has a narrow exception for exclusively federal-grant contracts whose parties and terms are determined by the federal government, and separate document exceptions for specified health-enrollment and transportation contracts. It does not say every contract requires advance Budget Board approval. Section7.11, PDF936–938.

Ordinary transfers between appropriation items generally have a limit of 20 percent of the originating item for the fiscal year, subject to specific exceptions and approval rules. Separate disaster provisions permit faster transfers after a governor’s disaster proclamation, but retain notification requirements and require approval for the specified transfers between agencies. This flexibility moves existing appropriations; it is not an unlimited new emergency appropriation. Sections14.01 and14.04, PDF962–963 and966–967.

What changed along the way?

The review has read the introduced, Senate committee, engrossed, House committee and enrolled texts; the conference materials; and all 391 indexed amendment texts. Each indexed amendment has a bounded disposition/final-text finding in the saved research matrix. The examples below are selected material changes, not an assertion that every amendment became law.

  • The House committee financing table proposed $2 billion from the Texas Energy Fund in FY2026; the final financing table lists $5 billion. The related spending lines also include administration. House committee table, PDF855; final table, PDF876. Use the actual chamber texts, not the inconsistent chamber columns found in one conference summary table.
  • The higher House attendant-pay proposal did not survive at that level: the final covered-services base is $13 per hour. House committee rider23, PDF179; final rider23, PDF182.
  • House amendment17 proposed a $20 million-per-year Medicaid-to-Thriving Texas Families transfer; adopted amendment18 changed both sides to $35 million per year. The conference chose a different package, and the final strategy is $90 million per year. The final recipient funding is not proof that the proposed Medicaid offset survived. H17, H18, final strategy, PDF161. Conference decisions, PDF24 and37.
  • House amendment24 proposed $2.5 million/$10 million for Uvalde campus start-up and operations and removal of a separate $7.5 million request from the House Article XI list. Final HHSC rider59 retains those annual funding amounts under a different strategy; final Article XI is a savings clause, not the House unfunded-request list. The removed request is not another appropriation to add to the final funding. H24, House request list, PDF994, final rider59, PDF193, final ArticleXI, PDF1041.
  • Some adopted House amendments amended Article XI’s list of unfunded requests. Adoption into that request list did not itself appropriate money; final survival must be checked against the operative law.
  • House amendment337 proposed moving $2,523,457 for the biennium from lottery scratch-ticket contracts to the Attorney General’s Medicaid investigations. The House-committee and final strategy amounts do not show that paired net change. Lottery operating appropriations moved to the licensing agency rather than disappearing. H337; final licensing-agency strategies, PDF849. Both print Medicaid investigations at $24,905,067/$24,905,068 and scratch-ticket contracts at $72,589,133/$97,062,279 for FY2026/FY2027. These endpoint amounts do not establish every intervening amendment’s effect. House-committee Medicaid strategy, PDF16; final Medicaid strategy, PDF16; House-committee lottery strategy, PDF757.
  • The proposed $3 million Ysleta port-of-entry development-study item was rejected in the SB1 conference comparison. Official conference comparison, PDF9. That finding concerns SB1, not every possible federal, local or other state funding source.
  • The House adopted HCR169, a proposed correction restricting the judicial-pay contingency to a particular House version of SB293. The checked action record shows Senate receipt but no Senate adoption, and the extra restriction is absent from final SB1. It must not be applied as enacted budget language. HCR169 actions; final judicial-pay contingency, PDF1014.

Who could benefit—and who could bear the costs?

People using public schools, health programs, transportation, courts and other funded services may benefit when the agencies deliver the authorized services. Providers, employees, contractors and grant recipients may receive payments subject to the relevant eligibility, contract and appropriation rules. No budget total establishes that every person in a category receives a benefit.

The conditional rural-ambulance provision supplies $89,251,568 for grants in FY2026 plus separate administrative amounts, subject to HB3000 or similar legislation and its eligibility rules. It does not promise an equal grant to every ambulance provider. First-responder peer support receives $1,975,000 each year subject to HB35 or similar legislation. Sections18.89–18.90, PDF1018.

The costs are borne through the mix of state revenue, dedicated accounts, federal funding and other sources identified in the budget. Agencies and recipients also face reporting, approval and compliance work. Choices within a fixed budget have opportunity costs, but a change from a proposal is not automatically a cut from the prior operating budget.

The official text index does not list a separate final fiscal note. The two indexed Senate-engrossed and House-committee economic-impact statements analyze earlier proposals, not the final enrolled budget. Their modeled employment effects depend on assumptions and a constant-spending comparison. They are not observed jobs created by the final law and should not be advertised as guaranteed returns.

Conditional funding creates a further limit. The dementia-research provision pairs a $3 billion transfer with $300 million of spending from that fund in each year; it is not $3.6 billion of separate new money. Dementia-research contingency, PDF1015–1016. The official statute retrieved for November3,2026 still qualifies effectiveness by the constitutional-election contest. Dated official Health and Safety Code101A.001 response. This explanation does not claim that the money has been transferred, grants have opened or a final court decision has resolved that condition.

Reading the totals and unresolved source wording

The $338,017,191,076 figure above is the sum of the two annual amounts printed in the original enrolled recap, not a certification that every individual component independently reconciles. The later adjusted SB1 compilation prints $338,168,435,395 and incorporates other legislation, vetoes, failed contingencies and technical corrections. The adjusted table separately adds second-called-session SB5 below its SB1 total, so its grand total is a third, different quantity. Neither SB1 number is proof of actual expenditures. Adjusted recap and scope footnote, PDF15. A saved comparison of the original contingency provisions remains $3 million below the original FY2026 recap; its cause has not been established. This briefing does not identify that difference as a typo, a missing appropriation or a particular double-count, and does not manufacture a balancing item.

Two smaller source-wording limits also remain. The prison protective-gear rider literally prints $4,000,00; this briefing does not guess the intended amount. The Military Forces Museum rider says $1 million “In addition to” the listed strategy, while the agency and conference records describe one $1 million improvement allocation. This briefing does not convert those records into a second $1 million appropriation or rewrite the enacted wording. These unresolved details are disclosed, not silently repaired. Protective-gear rider63, PDF640; museum strategy, PDF664; museum rider31, PDF669. The conference proposal says “Included” and directs one $1 million addition, while the agency’s later budget-request narrative describes one $1 million museum allocation. Neither silently rewrites the final rider. Conference proposal, PDF43, agency narrative, PDF5.
