What does it do?

SB1242 removes a specific state coordinating-board approval step for Texas State Technical College System land and facility acquisitions. TSTC’s board retains authority to accept or purchase land and facilities in the State of Texas’s name in counties where a campus or extension center is located. The act deletes the additional Higher Education Coordinating Board review tied to certain inventory additions valued above $300,000. It was signed and took effect June 20, 2025. Final law; Official history.

The deleted review applied when both conditions were met: the regents requested that the property be placed on the educational and general buildings/facilities inventory, and the combined land/facility value exceeded $300,000 at the time of that request. The bill does not say every transaction over $300,000 previously needed this particular approval, nor does it newly authorize acquisitions in any county without the campus/extension-center connection. Prior Education Code 135.02, subsection (c); Final law.

What changed along the way?

The act deletes the review-and-approval sentences from subsection 135.02(c) and leaves its underlying acquisition authority intact. It does not repeal subsection (b)’s separate conditions for operating an extension center, which include coordinating-board approval and specific legislative funding. Removing this acquisition review is not a blanket exemption from all other applicable public-property, spending or campus requirements. Prior Education Code 135.02; Final law.

The introduced, Senate committee, Senate-passed, House committee and enrolled substantive texts are identical. Both committees reported without amendments, and the official amendment index lists no amendments. Enrolled votes of 31–0 in the Senate and 140–1 in the House met the immediate-effect condition. Five text versions; Amendment index; Final law.

Who could benefit—and who could bear the costs?

TSTC may complete qualifying property decisions with one fewer external approval step. That may reduce processing time while removing this particular coordinating-board review. The act does not approve a named purchase, appropriate acquisition money or show how much time or money will be saved. The retained geographic authority and other applicable requirements still matter. Final law.

The April 2 fiscal note anticipates no significant state or local fiscal impact, assuming costs can be absorbed using existing resources. It does not estimate property prices or a measurable administrative saving. The act makes no new appropriation. Fiscal note.
