What does it do?

SB1369 names a stretch of State Highway 11 in Morris County the Army Staff Sergeant Samuel T. Castle Memorial Highway. The designated stretch runs from Daingerfield’s eastern municipal limits to Hughes Springs’ western municipal limits. The memorial name is additional to any other designation; the bill does not rename all of State Highway 11. Signed May 19, 2025, it took effect September 1, 2025. Final law; Official history.

What changed along the way?

TxDOT must design and construct memorial markers and place one at each end and at appropriate intermediate locations, subject to donated or grant funding. The incorporated section 225.021(c) prohibits designing, constructing or erecting these markers unless a grant or donation covers those costs. Existing section 225.021 also requires marker repair/replacement and maintenance of the grounds, allows grants or donations for construction and maintenance, and directs those receipts to the state highway fund. The act does not establish that the money has arrived or signs have been installed. Final law; Marker funding and maintenance law.

All five versions preserve the same highway segment, memorial name, funding condition and effective date. The enrolled text changes the proposed code-section number from 225.243 to 225.253; the act also expresses an intention to renumber provisions to avoid duplicate designations. This numbering change is not a different highway or a separately indexed floor amendment. The amendment index lists none. Who could benefit—and who could bear the costs?

The designation provides public recognition of Staff Sergeant Castle. Donors or grant providers must fund initial marker design, construction and installation; TxDOT has the stated marker duties. This law does not fund a road expansion or change driving rules. Final law; Marker funding and maintenance law.

The April 11 fiscal note anticipates no significant state fiscal impact, assumes costs can be absorbed within existing resources, and anticipates no local-government fiscal impact. It gives no marker-cost estimate. The act makes no appropriation. Fiscal note; Final law.
