What does it do?

SB2515 adds the name Fire Marshal Jimmy W. Seaton Memorial Highway to the portion of State Highway 64 in Smith County between State Highway Loop 323 and the western Smith County line. The designation is additional to any existing designation. The bill was signed June 20, 2025, and took effect September 1, 2025. Final law; Official history.

What changed along the way?

TxDOT must design and install memorial markers at each end and appropriate intermediate locations, subject to the existing funding condition: it may not design, construct or erect a marker unless a grant or donation covers those costs. The existing statute also directs TxDOT to repair and replace required markers, maintain their grounds, accept supporting grants or donations and deposit the money in the state highway fund. Enactment does not establish that donations were received or signs installed. Final law; Marker funding and maintenance law.

All five versions preserved the same route, memorial name and funding condition. The Senate-passed text renumbered the proposed section from 225.243 to 225.258; this was not a substantive route change. The act directs further renumbering as needed to avoid duplicate section numbers. The official amendment index lists no amendments. Text versions; Amendment index; Final law.

Who could benefit—and who could bear the costs?

The law provides a public memorial designation, not a road-widening project, new toll or traffic-rule change. Grants or donations must cover initial marker design, construction and installation; ongoing statutory maintenance duties remain with TxDOT. The fiscal note anticipates no significant state fiscal implication, assumes costs can be absorbed with existing resources, and anticipates no local fiscal implication. It gives no dollar estimate for the signs, and no actual spending or installation is verified here. Only posted fiscal note; Final law; Funding condition.
