- SB499 lets the West Coke County Hospital District choose a depository bank outside the district.
- This is a change for that named hospital district, not every Texas hospital or local government.
What does it do?
SB499 lets the West Coke County Hospital District choose a depository bank outside the district. It removes the words “in the district” from the rule requiring its board to select one or more banks to hold district money. The board still selects the bank or banks; the act neither names a preferred institution nor requires moving existing deposits. Exact change to Section 1112.155(a).
This is a change for that named hospital district, not every Texas hospital or local government. Signed May 24, 2025, it took effect immediately after receiving the required two-thirds vote in each chamber. History; Enrolled votes and effective-date clause.
What changed along the way?
All five versions—introduced, Senate committee, engrossed, House committee and enrolled—contain the same operative change. Both committees reported the bill without amendments, and the official floor-amendment index is empty. All versions; Amendment index.

Who could benefit—and who could bear the costs?
The district gains a wider choice of banks and potentially more options for banking services. The act does not establish that a different bank will offer better rates or lower fees, and it changes no tax rate, hospital-service entitlement or district boundary. Limited geographic change.
The March 8 fiscal note anticipates no state fiscal impact and no significant local-government fiscal impact. It provides no estimate of banking savings or a planned deposit transfer. Only indexed fiscal note.
