What does it do?
SB682 names a specific stretch of Farm-to-Market Road 2493 in Smith County the Captain Kevin Williams and Firefighter Austin Cheek Memorial Highway. The designated segment runs from the intersection with Church Street in Flint to the intersection with County Road 150. The law does not designate all of FM 2493. New Transportation Code Section 225.243(a).
TxDOT must design and construct designation markers and place them at both ends and appropriate intermediate sites, but this duty is expressly subject to the existing funding condition in Section 225.021(c). TxDOT may not design, construct or erect these markers unless a grant or donation covers those costs. The act therefore does not itself establish that signs have been installed or funded. Signed May 28, 2025, it took effect September 1, 2025. Section 225.243(b) and effective date; Existing marker-funding condition; Official history.
What changed along the way?
The introduced, Senate committee, engrossed, House committee and enrolled operative texts match. Both committees reported without amendments; the amendment index lists no separate amendments. The House took up SB682 in place of companion HB4173. The final act preserves the proposed memorial name, road endpoints and grant-or-donation condition. Introduced bill; All versions; Amendment index; Committee and passage history.
This adds a memorial designation, not a new road-building project, traffic rule or tax. The existing general marker law also requires TxDOT to repair and replace covered markers and maintain their grounds, allows grants and donations for construction and maintenance, and deposits those funds in the state highway fund. SB682 does not repeal those provisions or appropriate money for the signs. Entire enacted act; Section 225.021(a)–(d).

Who could benefit—and who could bear the costs?
The direct benefit is public recognition of Captain Kevin Williams and Firefighter Austin Cheek on the specified road segment. Donors or grant providers must cover initial marker design, construction and installation before that work proceeds. This briefing does not add unverified biographical details or claim that the designation improves road safety. Memorial designation and funding cross-reference; Funding prerequisite.
The April 11 fiscal note anticipates no significant state fiscal impact and assumes costs can be absorbed using existing resources. It anticipates no local-government fiscal impact. It does not give a dollar estimate for donations, individual signs or ongoing maintenance; “no significant state impact” is not a claim that signs cost nothing. Fiscal note.
