What does it do?

SB917 shortens the deadline for filing a boiler certificate-inspection report from 30 days to 10 days after the inspection. The duty falls on the inspection agency employing the authorized inspector, which files with the executive director of the Texas Department of Licensing and Regulation in the specified manner. A certificate inspection is the required internal or external inspection whose report informs the decision whether to issue a boiler operating certificate. This changes the reporting deadline, not the frequency of inspections or an automatic approval deadline. Section 1; Definitions.

The act also repeals two board-governance provisions: the department’s executive director no longer serves on the Board of Boiler Rules by virtue of office under section 755.011(d), and section 755.018’s requirement of at least five supporting votes for a board decision is removed. The 11 appointed positions and their existing representation/qualification requirements remain. SB917 does not itself specify a new numerical voting threshold or dispense with other applicable meeting and decision-making rules. Section 2; Board composition before repeal; Repealed five-vote rule.

The bill was signed June 20, 2025 and took effect September 1, 2025. It has no separate delayed start date for the reporting change. History; Section 3.

What changed along the way?

All five versions have identical operative provisions. The amendment index lists no floor amendments. The 30-to-10-day reporting change and both express repeals are present from introduction through the enrolled act.

Who could benefit—and who could bear the costs?

Inspection agencies must submit these reports 20 days sooner than the old outside deadline. The department can receive information used in operating-certificate decisions sooner, but the act does not guarantee quicker approvals or fewer boiler accidents. The appointed board seats remain while the executive director’s automatic seat and the special five-vote requirement are removed. Reporting and governance changes; Role of certificate inspection.

The sole March 3 fiscal note anticipates no significant state or local fiscal impact and assumes costs can be absorbed with existing resources. It does not quantify inspection agencies’ workflow costs, operator savings or safety outcomes.
